16px;">2020年8月，金寨县某公司涂某等人与刘某商谈一起合作工程项目，双方约定共同出资1000万元，其中涂某等人出资600万元，刘某出资400万元，待开发项目完工后，盈利部分双方均分。但是在涂某等人按照协议约定将600万元投资款转入刘某指定的银行账户后，刘某安排他人到银行通过取现的方式分批将钱取走，事后刘某以各种理由推拖项目开工。当涂某等人以刘某违反协议规定退出该合作项目要求刘某退还投资款时，刘某只退还了50万元，其余550万元一直没有退还。2022年1月份，涂某等人到金寨县公安局报案，但此时犯罪嫌疑人刘某已将钱款挥霍一空，名下没有可以查扣的资产。2023年6月，刘某因涉嫌合同诈骗罪，被金寨县人民法院判处有期徒刑十三年。刘某虽然受到了应有的惩罚，但是受害人的损失一直没有挽回。通过细致入微的侦查发现，刘某曾将该笔资金中的300万元通过其关系人层层转借给了他人。在办案民警的不懈努力下，终于追回涉案款240万元。在收到该笔款项的当天，涂某等人特意送来一面“执法为民
